How can I call someone for free through my computer to a landline phone?

I'm trying to find out how I can call someone through my computer to a landline phone for free. No rate plans. I try using skype and yahoo messenger but both of them are NOT free.

I think you can call landlines for free, but there is a caveat, you cannot call any number, but if in your friend's/contact's profiles, a phone number is mentioned, that number can be dialed out for free has a contact number identified, you can call them for free.

Skype is almost as free as you can get. Literally from one penny to call places. As far as I know, there are no absolutely free places to do that anymore
